Even if theory were to decide that ultimately the movements of the masses are the cause of what happens in history, yet these movements attain historical significance only when they alter major institutions and result in shifts in the character and composition of the ruling class. Thus, the analysis of the ruling class, if not directly, then indirectly, will produce an adequate history and an adequate political science.
