The aims of the Empire in northern Italy were very far indeed from eternal salvation, universal peace, and the highest development of man’s potentialities. The Empire clutched greedily after the amazing wealth and resources of these remarkable cities, and dreamed of reducing their proud, fierce independence to the tyrannical rule of its Gauleiters.
