If an inquiry is to remain scientific, but nevertheless pursue other goals than those that are peculiar to science, there are certain requirements which the additional goals must meet. In the first place, they must be non-transcendental—that is, they must be something formulated in terms of the actual world of space and time and history. Second, they must have at least a minimum probability of realization.
