The political division of capitalist society has been into a comparatively large number of comparatively large national states. These states have no necessary correspondence with biological groupings or with any personal relations among the citizens of the states. They are fixed by definite though changing geographical boundaries, and claim political jurisdiction over human beings within those boundaries (with the exception of certain privileged foreigners, who are granted “extra-territorial” rights).
