On the whole, it seems to me that a later democratic development in managerial society is likely. It would, however, be an error for those who like democracy to be over-optimistic about it. It is not certain on the evidence so far. And it does not seem indicated for the next day or year or decade. This much is clear: The democracy of capitalist society is on the way out, is, in fact, just about gone, and will not come back. The democracy of managerial society will be some while being born; and its birth pangs will include drastic convulsions.
