The prime interest of liberalism was the promotion of the capitalist economic process. According to the liberal theory of the state, the business of the state was to guarantee civil peace (“domestic tranquillity”), handle foreign wars and relations, and with that to stand aside and let the economic process take care of itself, intervening in the economic process only in a negative way to correct injustices or obstacles and to keep the market “free.”
