They found their man in Will H. Hays. He was the postmaster general, a Presbyterian elder, and had managed the Republican convention to elect Warren G. Harding. NAMPI offered Hays a yearly salary of $115,000. On March 5, 1922, he left the post office and became the “czar” of the movies.
