And so right in the heat of war, the Presidium of the Supreme Soviet elucidated: This interpretation does not correspond to the text of the law. It introduces limitations not provided for by the law! And in agreement with the prosecutor, the Presidium issued a clarification to the Supreme Court: Children must be sentenced and the full measure of punishment applied (in other words, “the whole works”), even in cases where crimes were committed not intentionally but as a result of carelessness.
