The organization scripted the crowd with Taylorist care. This was done in the first instance by providing it with slogans, placards, and appropriate settings, but also symbolically, by proclaiming an event’s meaning before it occurred. Such events were mere tests of strength for the organizations involved: industrial era facsimiles of true public opinion.
