Whether by plan, or, as I think more likely, by temperament, he resumed the posture of a righteous outsider calling out a corrupt establishment. He distanced himself rhetorically from the power of his office, from the Center, and abandoned the claims of competence and heroic projects that had led his administration to failure and defeat.
