The people, strictly speaking, don’t exist. Thinkers like Locke and Jefferson who affirmed the sovereignty of the people were preoccupied with protecting the freedom of action of the individual citizen against the crushing embrace of the state. The famous “We, the people” of the preamble to the Constitution was a rejection by the framers of the ultimate authority of state governments. The people themselves were eternally absent.
