Humanitarian emergencies demand a generous response, but a sound policy will concentrate on preventing crises from arising. Such an approach would separate genuine political refugees from economic migrants, allow high levels of legal migration, share intelligence to prevent infiltration by terrorists, and strive to put human traffickers out of business.
