Bush’s new organization, eventually called the Office of Scientific Research and Development (OSRD), would create the opportunity Bush sought for scientists, engineers, and inventors at universities and private labs to explore the bizarre. It would be a national department of loonshots, seeding and sheltering promising but fragile ideas across the country. The group would develop the unproven technologies the military was unwilling to fund.
