Although the IAEA panel continued to find the behavior of the Chernobyl operators “in many respects . . . unsatisfactory,” it acknowledged that the primary causes of the worst nuclear disaster in history rested not with the men in the control room of Unit Four but with the design of the RBMK reactor.
