He announced plans for economic reorganization—perestroika—and, at the climax of the Party congress in March 1986, talked of the need for glasnost, or open government. A dedicated Socialist, Gorbachev believed that the USSR had lost its way but could be led to the utopia of True Communism by returning to the founding principles of Lenin.
