In Moscow, the Western fact-finding team from the International Atomic Energy Agency—the director general, former Swedish diplomat Hans Blix, and the American Morris Rosen, director of nuclear safety—had been granted permission to see the plant in person and become the first officials from outside the Soviet Union to visit the scene. They were due to fly to Kiev on Thursday, May 8.
