It was Bernard Kouchner, during another visit to Kigali on 16 June, who broke the news to Dallaire that the French military was coming back in to ‘sort out the Rwandan government territory and create a safe area’. Dallaire thought that if the French had really wanted to end genocide and support the aims of the UN they should have reinforced UNAMIR; he thought the real intention was to split Rwanda in two, like Cyprus.
