Møse continued: The Chamber has found that some of the accused played a role in the creation, arming and training of civilian militia as well as the maintenance of lists of suspected accomplices of the RPF or others opposed to the ruling regime. However, it was not proven beyond a reasonable doubt that these efforts were directed at killing Tutsi civilians with the intention to commit genocide.
