The Security Council’s negligence and inexcusable apathy over Rwanda was never more apparent than in allowing a representative of a genocidal government to remain at the horseshoe table. No one bothered to explain why the hastily created Interim Government, betraying every principle for which the UN stood, was legitimised in this way.
