The prosecution reminded the judges of a decision made by the ICTR Appeals Chamber in the case of a politician, Édouard Karemera, and read it aloud to the court. There is no reasonable basis for anyone to dispute that, during 1994, there was a campaign of mass conscious participation in a nationwide government-organized system killing intended to destroy, in whole or at least in very large part, Rwanda’s Tutsi population, which was a protected group.
