The Rwandan minister of justice, Johnston Busingye, called for the removal of the US judge responsible, Theodor Meron. In coming to his decision, Meron had held no hearings, had taken no account of the views of the survivors, and had given no say to the government of Rwanda. His decision was secret and unaccountable.
