Ho and his colleagues formalized their plans at what would become known as the Eighth Plenum of the Indochinese Communist Party, which convened at the Pac Bo camp for nine days in mid-May 1941. The delegates sat on simple wood blocks around a bamboo table, and out of their discussions a new party came into being.
