The president and James Madison weighed the possibilities and, in what Dolley Madison called “a most important piece of political business,” decided to ask their fellow Virginian James Monroe to travel to France as a presidential envoy.17 “In this situation we are obliged to call on you for a temporary sacrifice of yourself, to prevent this greatest of evils in the present prosperous tide of our affairs,” Jefferson wrote Monroe, who agreed to the assignment.
