Jefferson believed that members of Congress had a vested interest in the Hamiltonian financial system. It “will be the instrument for producing in future a king, lords and commons, or whatever else those who direct it may choose,” he told Washington.31 The aim of the “Monarchial Federalists” was to use “the new government merely as a stepping stone to monarchy.”
