The Sindh region has long chafed at what it feels to have Punjabi dominance, and many Sindhs think they are treated as second-class citizens. The Pashtuns of the North-West Frontier have never accepted the rule of outsiders: parts of the frontier region are named the Federally Administered Tribal Areas, but in reality they have never been administered from Islamabad.
