General von Moltke, the gloomy Chief of General Staff, was pulled up short as he was driving back to his office with the mobilization order signed by the Kaiser in his pocket. A messenger in another car overtook him with an urgent summons from the palace. He returned to hear a last-minute, desperate proposal from the Kaiser that reduced Moltke to tears and could have changed the history of the twentieth century.
