The German Army, inferior in numbers, could choose either of two ways to meet a superior force advancing in two wings. They could either withdraw, or attack one wing before the other, whichever offered the best opportunity. The stern formula dictated by Schlieffen was to strike “with all available strength at the first Russian army that came within reach.”
