LOCKED IN THE SAFE of Herr von Below-Saleske, German Minister in Brussels, was a sealed envelope brought to him by special courier from Berlin on July 29 with orders “not to open until you are instructed by telegraph from here.” On Sunday, August 2, Below was advised by telegram to open the envelope at once and deliver the Note it contained by eight o’clock that evening, taking care to give the Belgian government “the impression that all the instructions relating to this affair reached you for the first time today.”
