Nevertheless, Schlieffen decided, in the event of war, to attack France by way of Belgium. His reason was “military necessity.” In a two-front war, he wrote, “the whole of Germany must throw itself upon one enemy, the strongest, most powerful, most dangerous enemy, and that can only be France.”
