Did he also not know that one of the major reasons for the rise of ISIS was the abandonment of Iraqi military personnel under that same president? Out of work, and well-armed, ex-soldiers became a major source of anti-government terrorism, which evolved into ISIS. Yet blames Obama. Typical.
