As endemic as long lines have become, however, they are not a fixture in most communities. The conditions that bring about five-hour wait times, or thousands standing in line, or only forty people able to get through and cast their ballots after three hours, are concentrated overwhelmingly in minority precincts.88 In short, this is a burden that is disproportionately borne in order to exercise that fundamental right to vote.
