Communications between the tribes of the New World were slow, and news of the Europeans’ barbarities rarely overtook the rapid spread of new conquests and settlements. Long before the English-speaking white men arrived in Virginia in 1607, however, the Powhatans had heard rumors about the civilizing techniques of the Spaniards. The Englishmen used subtler methods.
In 1625 some of the colonists asked Samoset to give them 12,000 additional acres of Pemaquid land. Samoset knew that land came from the Great Spirit, was as endless as the sky, and belonged to no man. To humor these strangers in their strange ways, however, he went through a ceremony of transferring the land and made his mark on a paper for them. It was the first deed of Indian land to English colonists.
To the Indians it seemed that these Europeans hated everything in nature—the living forests and their birds and beasts, the grassy glades, the water, the soil, and the air itself.
Because the Cherokees numbered several thousands, their removal to the West was planned to be in gradual stages, but discovery of Appalachian gold within their territory brought on a clamor for their immediate wholesale exodus. During the autumn of 1838, General Winfield Scott’s soldiers rounded them up and concentrated them into camps.
Scarcely were the refugees settled behind the security of the “permanent Indian frontier” when soldiers began marching westward through the Indian country. The white men of the United States—who talked so much of peace but rarely seemed to practice it—
To justify these breaches of the “permanent Indian frontier,” the policy makers in Washington invented Manifest Destiny, a term which lifted land hunger to a lofty plane. The Europeans and their descendants were ordained by destiny to rule all of America. They were the dominant race and therefore responsible for the Indians—along with their lands, their forests, and their mineral wealth. Only the New Englanders, who had destroyed or driven out all their Indians, spoke against Manifest Destiny.
(The Europeans may or may not have introduced scalping to the New World, but the Spanish, French, Dutch, and English colonists made the custom popular by offering bounties for scalps of their respective enemies.)
Before returning to Fort Canby, Carson ordered complete destruction of Navaho properties within the canyon—including their fine peach orchards, more than five thousand trees. The Navahos could forgive the Rope Thrower for fighting them as a soldier, for making prisoners of them, even for destroying their food supplies, but the one act they never forgave him for was cutting down their beloved peach trees.
Ironically, only eighteen days after Manuelito surrendered, General Carleton was removed from command of the Army’s Department of New Mexico. The Civil War, which had brought Star Chief Carleton to power, had been over for more than a year, and the New Mexicans had had enough of him and his pompous ways.
And so the Navahos came home. When the new reservation lines were surveyed, much of their best pastureland was taken away for the white settlers. Life would not be easy. They would have to struggle to endure. Bad as it was, the Navahos would come to know that they were the least unfortunate of all the western Indians. For the others, the ordeal had hardly begun.
Why was it, he wondered, that the Americans talked so much of peace between themselves and the Indians, and between Indians and Indians, and yet they themselves waged such a savage war with the Graycoats that they had no money left to pay their small debts to the Santees?
Although Little Crow was contemptuous of those who made war on defenseless settlers, he knew that his decision to begin the war had unleashed the raiders. But it was too late to turn back. The war against the soldiers would go on as long as he had warriors to fight them.
About ten o’clock, the thirty-eight condemned men were marched from the prison to the scaffold. They sang the Sioux death song until soldiers pulled white caps over their heads and placed nooses around their necks. At a signal from an army officer, the control rope was cut and thirty-eight Santee Sioux dangled lifeless in the air. Thus did the Cheyennes and Arapahos abandon all claims to the Territory of Colorado. And that of course was the real meaning of the massacre at Sand Creek.
Had Colonel Carrington visited the scene of the Sand Creek Massacre, which occurred only two years before the Fetterman Massacre, he would have seen the same mutilations—committed upon Indians by Colonel Chivington’s soldiers. The Indians who ambushed Fetterman were only imitating their enemies,
Incidents such as this, combined with Red Cloud’s continuing war, which had brought civilian travel to an end through the Powder River country, had a strong effect upon the United States government and its high military command. The government was determined to protect the route of the Union Pacific Railroad, but even old war dogs such as General Sherman were beginning to wonder if it might not be advisable to leave the Powder River country to the Indians in exchange for peace along the Platte Valley.
If Red Cloud had had any intention of meeting the new peace commissioners at Laramie during the Moon of Falling Leaves, he changed his mind after hearing Man-Afraid’s account of the Great Warrior Sherman’s high-handed attitude and his remarks about removing the Sioux nation to the Missouri River.
To Sheridan, any Indian who resisted when fired upon was a “savage.
The Great Warrior Sherman gave Sheridan his support, however, and ordered him to continue killing hostile Indians and their ponies, but at the same time advised that he establish the friendly Indians in camps where they could be fed and exposed to the white man’s civilized culture.
It was then that General Sheridan uttered the immortal words: “The only good Indians I ever saw were dead.” 18 Lieutenant Charles Nordstrom, who was present, remembered the words and passed them on, until in time they were honed into an American aphorism: The only good Indian is a dead Indian.
The Union Army was in acute need of trained engineers, but not Indian engineers. “The Civil War is a white man’s war,” Parker was told. “Go home, cultivate your farm, and we will settle our own troubles without any Indian aid.” 2 Parker returned to the Tonawanda reservation, but he let his friend Ulysses Grant know that he was having difficulty getting into the Union Army. Grant needed engineers, and after battling Army red tape for months, he finally managed to have orders sent to his Indian friend, who joined him at Vicksburg. When Grant was elected President he chose Parker to be the new Commissioner of Indian Affairs, believing that he could deal more intelligently with Indians than any white man.
Could an Iroquois chief win the confidence of the Sioux chiefs? Donehogawa was not certain, but he decided to try.
A few weeks after Red Cloud’s visit to Washington in 1870, Donehogawa’s troubles began in earnest. His reforms had created enemies among political bosses (the so-called Indian Ring) who had long been using the Indian Bureau as a lucrative branch of the spoils system. His thwarting of the Big Horn mining expedition, a group of white frontiersmen who wanted to open the Sioux treaty lands, created enemies in the West.
It was at this point in history that the Chiricahuas transferred their hatred of the Spaniards to the Americans. For a quarter of a century they and other Apaches would fight an intermittent guerrilla campaign that would be more costly in lives and treasure than any of the other Indian wars.
During the next five years, the warrior Apaches generally stayed clear of American forts and settlements. Whenever a rancher or miner grew careless, however, a band of raiders would swoop down to capture horses or cattle, and thus they carried on their guerrilla war. By 1870 raids were growing more frequent, and because Cochise was the chief best known to white men, he was usually held responsible for hostile actions no matter where they occurred.
In general they were opposed to agencies where Apaches worked for a living and were peaceful; such conditions led to reductions in military forces and a slackening of war prosperity.
As for Lieutenant Whitman, his unpopular defense of Apaches destroyed his military career. He survived three court-martials on ridiculous charges, and after several more years of service without promotion he resigned.
The Camp Grant massacre, however, fixed the attention of Washington upon the Apaches. President Grant described the attack as “purely murder,” and ordered the Army and the Indian Bureau to take urgent actions to bring peace to the Southwest.
A forced peace lay over the deserts, peaks, and mesas of the Apache country. Ironically, its continuance depended largely upon the patient efforts of two white men who had won the regard of Apaches simply by accepting them as human beings rather than as bloodthirsty savages. Tom Jeffords the agnostic and John Clum of the Dutch Reformed Church were optimistic, but they were wise enough not to expect too much. For any white man in the Southwest who defended the rights of Apaches, the future was very uncertain.
After the discovery of gold in 1848, white men from all over the world poured into California by the thousands, taking what they wanted from the submissive Indians, debasing those whom the Spaniards had not already debased, and then systematically exterminating whole populations now long forgotten. No one remembers the Chilulas, Chimarikos, Urebures, Nipewais, Alonas, or a hundred other bands whose bones have been sealed under a million miles of freeways, parking lots, and slabs of tract housing.
One exception to the nonresistant Indians of California were the Modocs, who lived in the harsher climate of Tule Lake along the border of Oregon. Until the 1850’s, white men were almost unknown to the Modocs; then settlers began coming in droves, seizing the best lands and expecting the Modocs to submit meekly. When the Modocs showed fight, the white invaders attempted extermination. The Modocs retaliated with ambushes.
Each night as Custer’s military column was marching back to Fort Cobb, a few of the arrested Kiowas managed to slip away. Satanta and Lone Wolf were too closely guarded, however, to make their escapes. By the time the Bluecoats reached the fort, the two chiefs were the only prisoners left. Angered by this, General Sheridan declared that Satanta and Lone Wolf would be hanged unless all their people came into Fort Cobb and surrendered.
By corn-planting time, two thousand Kiowas and twenty-five hundred Comanches were settled on the new reservation. For the Comanches there was something ironic in the government’s forcing them to turn away from buffalo hunting to farming. The Comanches had developed an agricultural economy in Texas, but the white men had come there and seized their farmlands, forcing them to hunt buffalo in order to survive. Now this kindly old man, Bald Head Tatum, was trying to tell them they should take the white man’s road and go to farming, as if the Indians knew nothing of growing corn. Was it not the

(Of the 3,700,000 buffalo destroyed from 1872 through 1874, only 150,000 were killed by Indians. When a group of concerned Texans asked General Sheridan if something should not be done to stop the white hunters’ wholesale slaughter, he replied: “Let them kill, skin, and sell until the buffalo is exterminated, as it is the only way to bring lasting peace and allow civilization to advance.”
To their minds, the urgency to save the buffalo from extermination was a much more important matter than obeying petty reservation rules. After all, were not the hunters intruding upon buffalo ranges reserved by treaty for exclusive use of Indians? If the soldiers would not drive the hunters away as they were supposed to do, then the Indians must do it.
If such a season had come upon this land a few years earlier, a thunder of a million buffalo hooves would have shaken the prairie in frantic stampedes for water. But now the herds were gone,
The great leaders were gone; the mighty power of the Kiowas and Comanches was broken; the buffalo they had tried to save had vanished. It had all happened in less than ten years.
Again Red Cloud refused to interfere. He was not surprised when many of the protesters packed up, dismantled their tepees, and started back north to spend the winter off the reservation. They had proved to him that there were still Sioux warriors who would never take lightly any invasion of Paha Sapa, yet apparently Red Cloud did not realize that he was losing these young men forever. They had rejected his leadership for that of Sitting Bull and Crazy Horse, neither of whom had ever lived on a reservation or taken the white man’s handouts.
Alarmed by the white men’s gold craze and the Army’s failure to protect their territory, Red Cloud and Spotted Tail made strong protests to Washington officials. The Great Father’s response was to send out a commission “to treat with the Sioux Indians for the relinquishment of the Black Hills.” In other words, the time had come to take away one more piece of territory that had been assigned to the Indians in perpetuity.
The commissioners packed up, returned to Washington, reported their failure to persuade the Sioux to relinquish the Black Hills, and recommended that Congress disregard the wishes of the Indians and appropriate a sum fixed “as a fair equivalent of the value of the hills.” This forced purchase of the Black Hills should be “presented to the Indians as a finality,” they said. 7 Thus was set in motion a chain of actions which would bring the greatest defeat ever suffered by the United States Army in its wars with the Indians, and ultimately would destroy forever the freedom of the northern Plains

The January 31 ultimatum was little short of a declaration of war against the independent Indians, and many of them accepted it as that. But they did not expect the Bluecoats to strike so soon.
When the white men in the East heard of the Long Hair’s defeat, they called it a massacre and went crazy with anger. They wanted to punish all the Indians in the West. Because they could not punish Sitting Bull and the war chiefs, the Great Council in Washington decided to punish the Indians they could find—those who remained on the reservations and had taken no part in the fighting.
On August 15 the Great Council made a new law requiring the Indians to give up all rights to the Powder River country and the Black Hills. They did this without regard to the treaty of 1868, maintaining that the Indians had violated the treaty by going to war with the United States. This was difficult for the reservation Indians to understand, because they had not attacked United States soldiers, nor had Sitting Bull’s followers attacked them until Custer sent Reno charging through the Sioux villages.
To break down their opposition, the commissioners dropped strong hints that unless they signed, the Great Council in its anger would cut off all rations immediately, would remove them to the Indian Territory in the south, and the Army would take all their guns and horses.
“What have we done that the white people want us to stop?” Sitting Bull asked. “We have been running up and down this country, but they follow us from one place to another.”
The whites told only one side. Told it to please themselves. Told much that is not true. Only his own best deeds, only the worst deeds of the Indians, has the white man told. —YELLOW WOLF OF THE NEZ PERCÉ
Thus began a long friendship between the Nez Percés and white Americans. For seventy years the tribe boasted that no Nez Percé had ever killed a white man. But white men’s greed for land and gold finally broke the friendship.
He petitioned the Great Father, Ulysses Grant, to let his people stay where they had always lived, and on June 16, 1873, the President issued an executive order withdrawing Wallowa Valley from settlement by white men.
Two years after the Great Father promised Wallowa Valley to Joseph’s people forever, he issued a new proclamation, reopening the valley to white settlement. The Nez Percés were given “a reasonable time” to move to the Lapwai reservation. Joseph had no intention of giving up the valley of his fathers, but in 1877 the government sent the One-Armed-Soldier-Chief, General Howard, to clear all Nez Percés out of the Wallowa area.
