Government authorities in Washington hailed the treaties as the end of Indian hostilities. At last the Plains Indians were pacified, they said; never again would there be a need for expensive campaigns such as Connor’s Powder River expedition, which had been organized to kill Indians “at an expense of more than a million dollars apiece, while hundreds of our soldiers had lost their lives, many of our border settlers been butchered, and much property destroyed.”
