The uncertainty principle implies that the early universe cannot have been completely uniform because there must have been some uncertainties or fluctuations in the positions and velocities of the particles. Using the no boundary condition, we find that the universe must in fact have started off with just the minimum possible non-uniformity allowed by the uncertainty principle.
