Despite the fact that Britain already has by far the highest number of prisoners per head of population in Western Europe10 – 50 per cent more than Germany, 30–40 per cent more than France – and by far the highest number of child lifers, with no comparable crime rates to match, here we have the chief of the Met calling for ‘tougher sentences’.
