Kilcullen argues that the success of insurgencies such as the Taliban in Afghanistan as well as the rise of expansive criminal syndicates in places like Jamaica can both be explained by the ways in which such groups succeeded in providing “a predictable, consistent and wide-spectrum normative system of control”16 that helps to win over a population buffeted by the chaotic inconsistency of economic and cultural collapse.
