For much of the twentieth century, “restrictive covenants” provided a legal, race-based mechanism to exclude black people from purchasing homes in white communities. “Private but legally enforceable restrictive covenants . . . forbade the use or sale of a property to anyone but whites.”43 These restrictive covenants, which also dictated details such as what color residents could paint their houses, effectively kept black people out of communities, especially new growth suburbs, for decades.
