Unfortunately for Zilly, Wisconsin judges were using a proprietary risk-assessment algorithm called COMPAS. As with the Idaho budget tool in the ‘Power’ chapter, the inner workings of COMPAS are considered a trade secret. Unlike the budget tool, however, the COMPAS code still isn’t available to the public.
