In 1990, the Hutu power newspaper Kangura published the Hutu Ten Commandments. The first three are about gender. The first declared anyone a traitor who married a Tutsi woman, thereby polluting the pure Hutu bloodline. The third called on Hutu women to ensure that their husbands, brothers, and sons would not marry Tutsi women. The second commandment is: 2.
