There are clear limits for outsiders. The ability of donors or advisers to create political incentives for internal actors to do ‘what’s necessary’ is constrained by the imperative to stay in power whatever the external aid incentive on offer. This is why local ownership is sine qua non of any successful reform: it cannot be desired more by outsiders than locals.
