Telephones were installed in boxes outside the mess halls, and those outside Tulare were welcome to call anytime. For the internees, however, only emergency calls within the complex were possible. The morning and evening roll call was scaled back to mornings only at six, but the 11 p.m.–6 a.m. curfew stood.
