Honestly, I think it was Billy's dad - I have since nearly the beginning. He's talking about his swinging moods, his drinking, the mystery around his mom. Edit: A I fell for the thinking the author wanted me to think. Duh

When they come back into the room, Detective Rogers doesn't even sit down before he starts talking again.

I wish there was a more coherent timeline on this - we keep going past and present between the two MCs
