It also mattered that Dr. Reynolds is African American and lives in Flint, the eighth-largest “majority minority” city in the United States—57 percent black, 37 percent white, and 6 percent other, mostly Latino. The installment of the EM, even a black one, rather than an elected official to represent Flint, had been the last straw.
