As far as Russia was concerned, even in combination with the oil price shock, the sanctions were painful but not decisive. By the spring of 2015 Putin’s regime had regained its grip. If and when oil prices began to stabilize, Moscow’s position would recover. Sanctions would soon prove deeply unpopular within the EU. To general amazement, Russia would find prominent sympathizers even in the United States.
