Nor was it merely economic interests that were at stake. In Germany there was deep skepticism about any overhasty alignment with the United States.52 Since the summer of 2013 the NSA spying scandal had cast a deep shadow over German-US relations. A year later, the percentage of Germans who saw the United States as a “trustworthy partner” was down to 38 percent, numbers last seen in the Bush era.
