Perp is possibly selecting female victims who have been negligent around children. I bet this guy has some mommy issues or gripe with women who remind him of a past caretaker who neglected his needs. Thus having victims repeatedly write the same statement to repent (the papers filled out in cursive “I will not deny myself.”) Maybe punishment for these women who choose to take care of themselves with money, massages, hair appointments, etc. instead of neglecting their own well being to put children first?
