But by the sixteenth century the balance of power had shifted. France was centralizing under the king at Paris and growing stronger, while the Holy Roman Empire was almost too fractured to defend itself. Verdun was plucked away by Henry II of France. In the seventeenth century Cardinal Richelieu, chief minister to Louis XIV, seized Alsace and Lorraine as well, shifting the border between France and Germany eastward to the Rhine.
