There has been a paradigm shift in the way in which the police chiefs now come for the annual gathering as the Prime Minister gives his full attention to suggestions and presentations by the DGs, in tackling increasingly complex challenges faced by law enforcers. For three years running, Modi has spent two to three full days listening to presentations by the heads of police forces from across the country, trying to understand their challenges, demands, and shortcomings.
However, the discussion on the dining table just doesn’t remain there. As another police chief says, ‘After discussion over meals, we have to follow up on the points we had made on the dining table by sending official inputs to both Ministry of Home Affairs and the Prime Minister’s Office. Often, within months, we are asked for a follow up report.
‘He engages on a broad spectrum of issues ranging from policing philosophy for a new India to the intricate workings of the police force. His emphasis on technology, modernisation, morale of the forces, and so on, can possibly be considered the first attempt at the highest level to bring about a paradigm shift in police working,’ he adds.
His approach to global affairs is based on interlinking foreign policy with strong internal growth. He envisions a secure India that is confident of its place in the world and capable of dealing with its peers and competitors from a position of confidence and strength.
To achieve his strategic vision, Modi opted for his own distinctive approach: first, he chose to place greater emphasis on personal equations and second, he opted to be disruptive and unpredictable and, if required, unhesitatingly forceful. Both depart dramatically from the approach adopted by his predecessors.
‘For Prime Minister Modi, the only criterion is national interest when it comes to formulating national security policies, or taking difficult decisions. He is completely oblivious to political consequences when it comes to taking the right decisions on national security. This attribute gives the PM rare clarity of thought. He is never in doubt over a decision once it is taken. Most strikingly, he is an innovative genius. I have yet to come across an instance when he does not add a new dimension, or offer an innovative suggestion to any issue brought before him.
