The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 is often held responsible for the demise of welfare. The PRWORA replaced AFDC with Temporary Assistance to Needy Families (TANF) and enforced work outside the home at any cost.
