The FSSA packed up all its existing records and moved them to a central storage facility in Indianapolis. These paper records were set aside in case the state needed them for appeal hearings, but were not scanned into the modernized system. All current recipients of TANF, food stamps/SNAP, and Medicaid were required to turn in all their supporting documentation again, no matter how long they had been receiving benefits.
